Wiley “Oku & Yayımla” (Read & Publish) Model
As you know, you have been accessing electronic journals from Wiley Publishing House since 2018, within the scope of the EKUAL Project carried out by TÜBİTAK ULAKBİM. The existing 2022-2024 Wiley agreement, which is a Read agreement, has been converted to a “Read & Publish” model for the 2023-2025 period.
As part of the Wiley Open Access (OA) Agreement, the first national “Read and Publish” agreement, all universities in Turkey will continue to have access to approximately 1,367 e-journals published by Wiley. Additionally, publications by authors from EKUAL member institutions in the Web of Science (WOS) in the Q1 and Q2 Group Wiley Hybrid and Wiley Gold journals (excluding Hindawi) under the categories "Research Article," "Review Article," "Data Article," and "Rapid Publication" will be eligible for OA support. Publications submitted and accepted to Wiley journals by researchers of EKUAL Member Institutions may be published as "Open Access" without paying an Article Processing Charge (APC) upon the author's request.
The agreement includes an annual OA article publishing quota. Based on data from the last five years, it is anticipated that the OA article quota covered by the agreement will cover more than half of Wiley's publications in Turkey.
If the annual OA article publishing quota is exhausted and the author of the relevant publication wishes to have their article published as OA, they must pay the APC fee themselves or their funding institution.
According to the terms of the agreement, there will be no “OA article quota allocation” for institutions. If the author requests an article accepted in the journals in question, the article will be queued for publication on a first-come, first-served basis. If there is an existing quota for OA publication, ULAKBİM will approve the article for OA publication.
The list of journals that will receive OA article publishing support is attached and will also be announced on the EKUAL website.
Regarding publications that will receive OA support, it is sufficient for publications in hybrid journals to be accepted on or after January 1, 2023, while gold open access journals must be submitted and accepted on or after January 1, 2023.
If the publication is in the journal group and publication type mentioned above and has the right to publish OA articles within the quota, it is sufficient for one of the authors to be an employee of an EKUAL member institution and for the publication to receive OA support to include the name of the member institution under the publication title.
P. S.: If researchers wish to have their articles published as OA, it is important for them to record their institutional email addresses in their submission forms when submitting articles to Wiley, so that the OA approval process can run smoothly.
